This is how I resolved !
1. At command prompt, type “net stop wuauserv”
2. Delete all files within directory, “C:\WINDOWS\SoftwareDistribution\Download”
3. Change directory to “C:\windows\system32”, type
a. regsvr32 qmgr.dll
b. regsvr32 qmgrprxy.dll
4. Type “net start wuauserv”

Additionally you may have to delete the contents of the systemroot\software distribution download\folder. When I was getting this error I looked in the KB logs and saw a bad update.ver file error. Deleted the conetents of the above folder, did the regsvr listed above and bam working.

i have the same problem when i type regsvr32 qmgr.dll this message occurs:
the module qmgr.dll was loaded but the entry-point dllregisterserver was not found
make sure that qmgr.dll is a valid dll or ocx file then try again.
any idea? plz help
